I wouldn't add any more. Your nitrite is high enough and more ammonia could cause it to go too high and stall the cycling process.

Don't bother testing for nitrates until the ammonia levels have both gone up and come back down to 0ppm. Nitrate test kits read nitrite as nitrate and give you a false reading.

No. Even on the cycling guide I believe it says to add another dose
 
To keep it simple -

1. Add 3 ppm ammonia.
2. Wait until ammonia is under 0.75 and nitrite is over 2 ppm
3. Add 3 ppm ammonia
4. Wait until ammonia is zero, then zero again 2 days later - there must be 2 zero readings 2 days apart.
5. Add 1 ppm ammonia
6. Wait until ammonia is under 0.25 and nitrite is under 1 ppm
7. Add 3 ppm ammonia
8. Test after 24 hours
9. If both are zero the tank is cycled.
10. If one or both are not zero, repeat from #6 until both are zero 24 hours after adding the #7 dose of ammonia.
