I have four ceylon puffers in a 180 litre (40 gallon) tank and have been adding about 8 table spoons like every 5 days but my hydrometer doesnt go up at all, how much salt should I add?

I have red sea salt, it says 2 kg, 60 litres on the bag. Does that mean you have to use the whole bag to raise the salt to marine conditions? the whole bag only raises 60 litres?


Although I just want it around 1.008 - 1.010 for now.
 
the way i do it is in a saparate mixing bucket with a heater. mix it till you get the specific gravity you want, if you over did it on salt add more water or vice vera, once it is right slowly introduce into the main tank.
