The spectrum of light cannot harm fish, but it may hamper plant growth. The first tube you link to is likely to caurse a large amount of algal growth, as it emmits mainly blue lights, which has been linked to algea problems in the past. The second tue also emmits more blue light than disireable, but is not a bad. If you have a planted tank with more than 50% of the substrate covered in plants, then this may not be a problem, but in a tank with insufficient plants numbers, this tube will also contribute to algea problems.
