Pretty much straight forward!

1. can you harvest bacteria? as in put another filter in an existing cycled tank (so 2 filters in 1 tank), so that you get some bacteria and put it in the new tank so it cycles much faster?
2. can you overdose liquid co2?
3. I want to get rid of snails in my old tank but am having trouble getting rid of all the water so the snails will always stay. Can you put liquid snail killers in it then completely wash the tank out (without soap of course)
4. Should clown loaches be put into a new tank?
5. My plants in my previous tank are still alive in the same tank (with the snails and unremovable water), the fish died of unknown disease so is it safe to put the plants into my existing healthy tank? (the java ferns are too nice and big :unsure:)
6. My angel fish has what appears to be blood-type-looking-thing in his head? is this normal, its on and off

YES or you can just transfer some mature media(bio max or sponge) from the mature filter to the new filter NOTE! this will not mean you have a completely established filter full of bacteria so you will have to take it easy with the stock you add

Can you put liquid snail killers in it then completely wash the tank out (without soap of course) I believe there treatments available try putting a waited bit of lettuce in the tank just before lights out at night in the morning you should find plenty of snails on it in the morning remove and repeat.
4. Should clown loaches be put into a new tank? NO! Clown Loaches get very big. If you want to keep clown loaches or any type of Loach PLEASE PLEASE PLEASE learn more about them before getting any please do not get any just to remove snails if you really want Loaches but do not have a decent size tank for Clown Loaches then there are smaller loaches I would recommend that love eating snails Zebra Loaches they are fantastic but please as I mentioned read up on them before getting a group
5. 2) Yes, you can get various serious problems from overdosing liquid carbon: it can be dangerous to fish and can completely melt some species of plants. I recommend you stick to the dose recommended on the bottle and that it be dosed carefully with respect to amount and evenly over the course of the week. Having said that I will say that special things can be accomplished with liquid carbon used in a fashion differently than the instructions if you get advice from others and have the right situation: it can be dosed directly on to algae using pipettes (most use disposable ones for this) and depending on the species of plants you've got you can sometimes overdose the product in specific ways to get rid of certain algae problems -- the details are beyond the scope of the beginners section and you'd have to check on this over in the planted section.

Assassin snails will eat other snails, you could try them.

Also, how big is your tank, and what all fish do you have in it?
 
I have 2 tanks.

1st tank is a 33G and has 4 black skirt tetras, 1 angel, 3 cories and 1 bn. it is a tall tank and has no cover.
this tank currently has 3 filters (i know), basically im harvesting my algae for my 2nd tank im about to set up (55G)

in the 55G im planning to put clown loaches + angel fish. just doing my research currently.

Do you know if I can have 9 clowns in this 55G + angels? Im moving at the end of the year and getting a 6 footer (maybe a 7 footer) since we're currently in the process of building the house now :)

Can't wait!

oh and I cant seem to find any lfs in adelaide (australia) that sells assassin snails. they seem pretty cool but its so hard to find and some lfs havent even heard of em.

Do you know if I can have 9 clowns in this 55G + angels? Im moving at the end of the year and getting a 6 footer (maybe a 7 footer) since we're currently in the process of building the house now :) If you are definitely going to get a large tank like that in the very near future and you are going to buy juvenile Clown Loaches then yes but I would seriously look at the load you are putting on the tank as far as filtration and bacteria load do some calculations but the best option would be to wait till you get your new place and tank then get the Clown Loachesas for the Angels I have never kept them so I will refrain from advising.
