What ever programme you use, "generally" under file goto save as - then select .jpg or .jpeg under the clicky downy menu that says file type

The account frozen message just means that got a heck of a lot of visitors which causes a heck of a lot of bandwidth.freewebs.com only allows 100 MB of bandwidth a month for free accounts so you'll either have to pay for more bandwidth, wait till next month when the bandwidth resets, or get a hosting service that allows a lot of bandwidth. if you choose the later option, I would reccomend http/www.netprohosting.com for the type of site you have. They also include one free domain name registration with your account so you can have your own real website!
If you tell me what OS you have and what program you currently use for images, I can help you with either using you current program to convert you images to jpg, or I can help you find some cheap or free software that will do it for you.
