I have, I believe, a tiger lotus lily or whatever that red aquarium lily is, and the size of the leaves is fantastic but it isn't getting any taller. How can I make it taller?

It's been in there about a month, started growing really rapidly when a bit of my media dried out and I got a small ammonia spike, but now it's over. I have the bulb stuck in the substrate, should I pull it out?

I wouldleave the bulb in the substrate... If it flourished when there was excess ammonia, then maybe you aren't dosing enough macro/micro fertilizer...

I have around 2.5 wats/galon, EI doseing, CO2 injection, and eco complete substrate. my water is VERY hard, and the PH is around 7.5. I am gona have to say that has to be the best possible growing conditions for this plant..... infact, I have the exact oposite problem to you.... my lotus has been in the tank for a month, and it has grown like CRAZY. 4 of the leaves are at the surface, and the biggest one is like 10" long. It has started a new plant right beside the first one... can I divide it? like will there be a bulb under it? do I just cut the piece attatching it to the orriginal and remove it? hmm.
