No, no reason why not.
There's no answer to the Kelvin rating question that I'm aware of, it doesn't give you the full spectrum information, but rather refers to the apparent colour that humans perceive. Higher Kelvin lights will look bluer, as an idea, the Fluval Ebi ships with a 10,000K lamp. My tank that stands next to it has a yellower tinge with 6,500K lights. The plants grow beautifully in both.
I've seen hydroponic lights, which tend to be a mixture of mostly blue with a few red, but I wouldn't really like the aesthetic of a tank under them.
You could always get very technical and put a mixture of blue and red lights as per hydroponics, with some white for appearance.
