I think I'll stock my 20L with neon tetras (8-12) and 1 red-tailed shark (2.5"- 3") and work the rest from there. Greenery all around and a sandpatch right in the middle front of the tank for a couple of corys.
 
Many people say red tailed sharks are very aggressive. I have one in my community tank and he's fine, but I'd say if you get one watch it closely. And just a heads up, that pretty little school of neon tetras will most likely not be a school after a while and just be individual fish. I went for the schooling tetras when I first setup my tank but it bothered me when they didnt school after they got used to the tank so I got rid of them.
 
Know whats realy purrrrdy with a school of tets?

Tall thick plant growth sectioned off so they have trails to go through.
A few bushy plants...
A nice green bottom with whatever as ground cover.
Curvy driftwood for them to swim under.
Let some algae grow on rocks and....drool.... :wub:

The red-tail shark will keep them schooled. :) Shoaling fish tend to stay in schools when they know a predator is lurking. When they feel safe, they go about their own daily business. And I wouldn't mind of one or two get picked off every now and then. It culls out the weak of the herd.
