Is This White Spot?

I have just noticed one of my black mollys has white spots on its fins, can someone tell me if this is ich?
If so, how do i treat it without spending on treatments? i mean ... ive heard you can use table salt, if so how much? will it affect my plants? & as i have 2 african dwarf frogs will it affect them?
