Is this normal for the puffer to lay on the floor??

If it is just laying there and not swimming around.

That is one of the first signs it is not doing well.
Check your water parameters.
It's body looks a little black.
I've had this problem before.
You gotta check your water.

Why do u hope he has brackish water? The puffer is a fresh water fish I thought!

GSP's are brackish water, and judging from the time I would say he is probably going to sleep for the night. I wouldn't worry much unless he is still layng on the bottom tomorrow.

No no, he just does this at night, in the morning and when I feed him he is SO energetic...

OH yeah! Sorry bout that. I forgot that fish was Green Spotted Puffer... I was thinkin it was a Dwarf Puffer

My dwarfs always choose a spot to lay down, usually on a plant leaf or on the gravel (one time I found one on the top of the heater). If he is just doing this at night everything is fine.
