Final update:
One of the neon tetras was too weak and died. The aggressiveness of the dominant tetra might have contibuited to it's death. All the surviving fish (two ember, two neon and a female betta) are now healthy and free of ich and stress. They have returned to their schooling behavior and are looking good. Thank you for the help and advice.
