Anything I can do to make it stay at the bottom without silicone? Its just an aquarium cartridge sponge with a pvc stuck in it and an air pump in the pvc pipe.

yep one of them for starters is to ziptie it or cable tie it to a rock. or glue safe for aquariums some leggs coming out of it at the very bottom and bury those out to help hold it down. put some gravel on top of the sponge material up top to weight it down tons more also just be creative thats the point of home made aquarium goods =) enjoy
 
In the DIY filter container, pop in a few marbles or even small rocks (washed), then put the sponge ontop of that. It works well! :)
