22" of fish?!! Did you look at the adult sizes as you're supposed to when using the " per gallon guideling.
You are looking at 36" for the clown loach (which should be kept in groups of 3+), the bala (also in groups of 3+) and the spiny eel. Not sure about the temprament of the eel but the neons could be lunch. Angel fish need an 18" high tank and many afford them 10galls per fish in addition (so if you are looking at " per gallon, you are 10 gallons down straight away). The Bichir, I have just found to get to 20".
Cories should be kept in groups of at least 3, more is better. It's the same with tetra, the neons and phantoms should be in a large group.
From what I just read about Senegalus Bichir, they need a BIG tank, like 70-80gallons big. They are territorial and will eat small tank mates. Don't fancy the chances of the tetra or cory. Tobbs, sorry I also read they get to 20" and need a lot of swimming room.
I think your tank is in a bit of a mess to be honest and the best filter in the world is not going to give those fish the room, or companions that they need.
I am sorry, but I thought someone should be honest. Just because they are alive does not mean they are healthy. They may be fine now but not for long, they are at risk of stunting and being eaten. Not to mention the very lonely existence of your single schooling fish.
