Is clove bud oil the same as clove oil?

Can I use clove bud oil instead of clove oil to euthanize a fish? My betta has late-stage dropsy and unfortunately, I think I will have to euthanize him.

The effects should be the same, as it is derived from the same plant. There may be a difference in strength. A lot of plants have more of certain compounds in different parts of them( buds,leaves, seeds, roots, ect.) So I would dose to effect as I do not know which oil would be stronger in this case.
