Nori floats, so it has to be weighted down. Veggie clips work to make it sink, but be careful picking them up since they can get covered with bristleworms if they wind up in the substrate. For the snails I just dunk it in the water and then stick a corner of the piece to the tank wall above the waterline.
Way more reliable than a clip IME
