I'm currently working on my new tank, I'm planning on half filling it, as I first want to put in plants, would they survive without heating, or would the heating g have to be on? As later I'm planning on using Goop then adding fish, so was going to put the heating on later.
 
I would guess we have about the same climate, and I don't heat most of my tanks with the fish I choose to keep. The plants do just fine unheated.

It always depends on which plants you plan to use, but the ones commonly available around here do fine.
 
I left stems plants in a bucket over the winter in a carport and had no issues. So I guess room temperature will be fine.
