Insects on floating plants and support bar??

I just discovered today that there's tiny little black insects crawling about my floating plants and on the strip of glass in the middle to support the aquarium. They're not chunky, green, brown or white and don't jump so I don't think they're water aphids or fleas or mites or springtails or silverfish (though when I first saw them I did think they looked like tiny ones and the way it looked like they slithered about). They look like really tiny beetles :')
The videos shows best I think.
I think I saw them a while ago when I last cleaned the support strip and there was a little puddle of water in the middle which I think they was mostly in with some algae either end, but the strip is dry now as the water level is a little lower.
Does anyone know what these are and if they're harmful to my tank inhabitants??
I basically just want to know if they're something I need to worry about and need to try and get rid of them? If so, how do I get rid of them? :')

P.S. I have endlers, shrimp (lots of babies), a nerite and 2 clown plecos

Most likely springtails. Harmless, really. I have them in my frogbit floating corrals. Some fish eat readily those (few) they can catch.

at that size they are unlikely to cause any problems for your fish or shrimp. However if they get bigger and can live fully submirged they could hunt and eat shrimp or may create another hazard of your fish. I would just monitor them for now. they may no be aquatic and are just feeding on the duck weed or algae and bacteria on the plants.
 
If you do get worried, then put a surface feeder into the tank. Endlers aren't great at catching swimming or moving targets. I have some golden tetras and I've even seen one of them leap out the water to catch a small fly as it went overhead.
