Illness Won't Go Away

Originally, I thought my tank was infested with ich. One guppy was covered in white spots and eventually passed during treatment. Then I noticed my 2 black moor goldfish have these white spots on their gills and the sides of their fins (Sorry for the bad picture, it's hard to get a clear one of these guys. The big white spots are bubbles):

The other guppies are fine visibly. They've been sick around two months and I've tried three different treatments:
• Paraguard for 4 Weeks +30°C
• Finco Antiparasitic Agent for 6 Days +30°C
• Interpret Anti Fungus & Finrot for 1 Week


I'm stumped.

Details:
• 2 Guppies
• 4 Goldfish (2 Juvenile Black Moors)
• In an around 30litre emergency hospital tub, basically, after the temporary 15G they were in started leaking.

Those spots on the moor are breeding tubercles. Otherwise known as breeding stars. They are not indicative of an illness, rather they indicate that your fish is almost certainly male.

Yup. The bumps running along their fin rays are also breeding stars. If they do not have white spots on other parts of their bodies - these are of no concern.

Dear God- I should've come here first, I kept getting recommended to medicate these poor guys Thank you so much!!

Lol you are welcome. Definitely don't medicate him. Breeding stars are a sign of a healthy mature male ready to breed.
