Identification Please!

[Guppy Luke]

Please Help I need to know what the white ring like patch is going around the lower part of the guppy it as killed about 6 guppies, I have treated with myxazin and protozin, not at the same time obviously but I need help. I dont have any adult guppies left with the disease at the min, but I do have a guppy fry with it. Got my water tested at my LFS weekend and my water is fine. Please Help!!

1. Water parameters. (ammonia, nitrate, nitrite, PH, temp', Hardness etc)
2. A full description of the fishes symptoms.
3. How often you do water changes and how much.
4. Any chemicals and treatments you add to the water.
5. What tank mates are in the tank.
6. Tank size.
7. Finally Have you recently added any new fish?

I have seen it before in Guppies, but mostly in red eye tetras and neons..... It very much resembles saddleback causing a fibroses of the infected parts.... I have not been able to cure it once started....
