That looks very much like an LDA31, Peach Spot Plec. I have two. A male and a female. Will post up a pic for you later so you can compare it to mine. If it has what looks like fine hairs all over it's a male. They're actually rather sharp when they get defensive.

It's not LDA31 I've seen this fish in person and it's built like and Ancistrus the LDA31 is too heavily built and their are no rear spines like what's on the planetcatfish pics.
