Yes the fish is still eating. I am feeding him tetra goldfish vitamin c enriched flakes( he lives and gets along with a goldfish). I thought it was ok to feed him this because when I had some tropical fish food from the same brand, the ingredients were the same apart from a little more protein. And I haven’t been looking at him enough to see him poop. How long do I have to wait for him to poop?

The food is fine. You can feed tropical fish on goldfish food if it's part of a varied diet. The goldfish food tends to be more plant based and has a lower protien content (as you noticed).

Fish should normally poop once or twice a day. My concern with your fish is the scales are sticking out and the can indicate dropsey, which is normally caused by an internal infection. There's not normally any cure and fish that suddenly swell up and have their scales sticking out from around the belly, usually stop eating and do a stringy white poop, then die. If your fish is still eating then that's a good sign.

It was over a few months. At first I thought it was a sign that he was well fed. A month or two ago he was very weak and would lurk on the bottom and barely move. Sometimes he would flip over. So I did a water change and tried to grow more algae in hopes that it would oxygenate the water. I guess it worked.

If the fish grew fat like that over a couple of months, then it has a cyst or tumour, most likely a tumour. There is no cure for either and it's just a matter of letting the fish live until it can't swim properly or stops eating. Then euthanise it.
