I bought a 4m hose to syphon to the outside and to refill can I use the outside tap and hose?
 
Yes, just refill the tank slowly keeping an eye on the temperature of the tank as you refill and don't let it drop by more than 4c within an hour.

it's also a good idea to run the tap and let the water flow through the hose for a couple of minutes before you fill the tank. This removes any chemicals that have leached from the hose and also any copper that might have been sitting in the pipes.
 
I was just wondering, if i was to use a hose same as mel, would it be a good idea to poor correct amount of water conditioner in to the hose so it mixes up when adding to tank?

Say MermaidMel, I see that you have several fish in a 6 gallon tank, and I've been wondering what I could do for a community in my 5.5 gallon tank, can you make me any suggestions?

you are better off just adding the dechlorinator to the tank water. It's just too hard trying to add conditioner to the hose every few minutes, it just doesn't work well. If you do add dechlorinator to the tank as the tap water is being added, it is a good idea to add a bit more conditioner than is needed. This will mean there is more conditioner in the tank and it should be able to get to the chlorine before the chlorine gets the fish.

However, the best option is to make the water up in a seperate container, add the dechlorinator, stir or aerate the solution for a few minutes and then use it. This should remove most if not all the chlorine before the water is added to the tank.
