I Need Some Help From Some Fish Experts!

I don't use dechlorinators, but I always suggest that people use them unless they know their tap water parameters really well. I have well water and because of that we send a sample to a lab to be tested once every year. So no chlorines or chloramines. Nitrate is around 20ppm and all our water goes through a water softener. So I figured I don't need to use dechlorinators, water goes straight from the tap to the tank. I haven't had any problems and have been doing this for over a year. I wouldn't do this without the results from the lab, which are really accurate. I do always have a bottle of prime in case of a emergency.

Even if chloramines might not harm the bacteria, they probably are not good for the fish. If you have chloramines, I don't see why it would be that big of a deal to spend $8 on a bottle of prime, instead of risking your fish's health.
