I Kind Of Want To Start A Saltwater Tank

No you do not need to add ammonia.
The live rock has all sorts of life on it, hence its name. As things live and die on it, it will cause ammonia to enter your system and allow your cycle to occur.
That is really cool!

Salt water tanks are pretty neat!

So once the ammonia and nitrite return to 0 ppm, I will be able to add some fish?

How long on average does it take for a salt water tank to cycle?

Yep, then you are ok to start adding some things in.

If you get a good amount of nice, cured LR then it shouldn't take more than a week.

That all depends on the coral will be wanting. Soft coral will require less lighting than hard corals.

Is there any kind of special water conditioner that I need to use? Or does RO water not need any form of water conditioner?

RO + Sea Salt = safe to put in tank????

The RO system should remove any chlorine in the water, so a water conditioner isn't necessary.

RO + Good salt brand (I recommend Instant Ocean Salt) = Safe :)
