depends, if the media was washed in tap water, or just the canister?

you may have been lucky, there isn't enough chlorine/chloramine in most tap water to kill an entire colony of filter bacteria, as the water board are used to dealing with smaller colonies, if it has remained wet you may be able to build the colony back up again by feeding it with ammonia in excess of the uptake rates.

This is basically a sped up fishless cycle.
 
I depends on whether they washed the media in tap water. If they only washed the canister itself and the media wasn't washed under tap water then it should be fine.

Otherwise I would be safe and assume you're starting your cycle from scratch.
