If I were you, I would enlist trusted neighbors you know love cats to watch out for him and the other cats in the neighborhood. If they're doing this to your cat, there's no telling what they're doing to other animals.
It's things like this that actually make me glad that Boo won't normally approach strangers. He's inside/outside as well and he fights with other cats but I trust /most/ of my neighbors as just about everyone on this street owns a cat as well or at least a dog. We live on a quiet dead end street. The thing I like least is the ignorant woman who loves right next to us and doesn't know the first thing about breaking up cat fights. Also, we get a lot of teens from the high school walking down our street and atvs or snowmobiles speeding past.
