Hyporhamphus Mexicanus?

No idea but don't think their livebearing.

All fishbase states is that "Confined to freshwater streams and lagunas".
 
Pretty sure not a livebearer. It is a member of the egg-laying marine halfbeak subfamily Hemiramphinae rather than the egg-laying and livebearing freshwater halfbeak subfamily Zenarchopterinae.

Basic care is likely to be similar to Zenarchopterus. That is, lots of open space, no aggressive tankmates, needs companions of the same species, etc. Zenarchopterus are hardy enough animals but extremely nervous and really best kept alone.

Are these on sale somewhere, or are you just curious?

Hyporhamphus mexicanus are listed at page 205 of RR Miller's book, Freshwater Fishes of Mexico.

It says they are confined to Freshwater streams of the Atlantic Slope from Rio Papaloapan to the basins of Rio Usumacinta g/l 94 degrees to 91 degrees. Very little else is mentioned, even by Miller but it does appear that they are egglayers rather than livebearers as Neale says.
