Yes, the army corps of engineers. They maintain levies and dams all throughout the US. The levies were reported to have been in disrepair and it was known that a large enough surge would overwhelm them. Again it comes to funding. Some things aren't prioritized as they should be.

I thought the military had some role in the maintenance of them but was not sure. Thank you for clarifying.

Although they held this time around, apparently other areas of the city have been badly affected by storm surge flooding that had not been with Katrina, there appears to be a feeling of moving the problem from one neighbourhood to another rather than fixing it completely
 
Again it comes to funding.

Well I heard Prof. say that the levees were only built to withstand the biggest flood you'd get in 100 years where as another country (some place in eastern Europe) built theirs to be secure against the worst flood in 10,000 years. He also said that the government in question was corrupt and so you couldn't just hand them money because they'd keep it.

Anyway, its flooded New York now.

 
FEMA and utility companies are hiring several cruise ships to house first responders who are dealing with the aftermath of Ida. A similar arrangement was made after the Champlain Towers collapse in Miami where several first responders including cadaver dog teams were housed on cruise ships that had been laid up due to the virus outbreak.
