Hundreds of little particle things in the water!

Hi. I have the white tiny specks in my 56 gal. Water changes don't seem to help. WHAT IS IT!? They seem to be sticking to some of my fish. and making the water really cloudy.

this sounds like it could be itch / whitespot.
