How To Reduce The Noise A Filter Makes

You should have it 1-2cm below the waterline. This way it will agitate the surface but not create splashes.

yeah now it is 0.5 cm from the surface...by agitating do u mean tht the water the pump pushes comes 'just' out of the water...so that little ripples are created...
 
ok now it is 1.1 cm from the surface of the water, and i believe it agitating the surface of the water...little ripples are created but no splashes

Can someone PLEASE explain what you all mean by agitating/skimming the surface of the water...it would help if somone has a pic they could share

Agitating, disturbing, creating ripples etc all the same thing. Ripples increase the surface area which increases oxygen exchange (iirc). Just so the surface of the water isn't still.
 
ok thanks alot VespertineStar now i understand properly how my filter should be...and yes...the water is all moving...there are ripples and in the corners of the tank the water is moving up and down...the noise problem has been improved drastically and now i can sleep properly!!! :D
