Definitely rinse.... I wanted to add sand to my tank a while back and mix black and tan sand. That tan sand was FULL of stuff that would have made my tank super cloudy and still did even after rinsing it until clear... But it was worth it.I have a bag of new sand ready for my rift lake that I will be changing over. Do I need to treat the new sand in any way? (Boiling, rinsing) before adding to tank?

I would also recommend not changing out a substrate on an established tank but just adding to it...

Changing substrate is sometimes what people need. I had ugly black sharp substrate in a long tank some time ago that was really awful I put a divider into the tank just above the substrate and took out an replaced each side one at a time with a 4 week gap between it.
Saved the biological properties and the finished result was great. Until I smashed the tank

How long has the tank been cycled?Ahh so I’m not able to change out all my substrate tomorrow? I was under the impression I could change it all in a day?
I've only ever used PetsMart bought (Top Fin ? ) sand and it was filthy dirty. Lots and lots of fine dust in it. So wash it really good and as soon as you think you have it clean wash it really good again.
