Does he have valid reasons for not wanting you to have another tank? Such as aside from him thinking you will have less time for him. Does he feel that maybe you are streching your time to thin? For example not only do I already have 7 tanks of various sizes, but 2 dogs, 1000L pond, 1 cat, and an aviary of birds. So even though I would have really lilked another tank it really wasn't practical with all the other pets and working full time, let alone the room to put it. I don't know your age but I wonder if maybe he is thinking of you two moving in together and the difficulties that pets in tow can cause in getting rental approval.
The other posability is that he is just generally selfish, only interested in his own interests and activities. Does he generally show you consideration in other aspects of your relationship? For example your going out to see a movie and does he always dictate what movie you will see? Does he always expect you to hang around dying of boredom in a shed while he tinkers with his "toys".
Best bet anyway is have a sit down talk with him and get him to open up his reasons for you not having another tank, and then in a nice calm way point out to him how its a bit hypercritical for him to deny you your enjoyment while he keeps mucking around throwing money at his relaxation activity of modifying cars or whatever he's into.
