what would i use to make a natural bio tope for bettas? gravel or sand? what kind of live plants? what water type? any ideas?

Try looking at pics of rice paddys on google image search. The ground is mud with grass-like blades in bunches. Maybe you could simulate that look somehow.

You could create a muddy background out of styrofoam or buy a 3d one thats dark in texture. Use brown flourite substrate with real or silk plants that look similar. Someone correct me if I'm wrong...

I think thats a good way to do it. In my opinion i think live plants would be best maybe straight valis? Ebay might give you some good ideas on grass plants. As for the mud effect that could be a little harder i think that woodog has a good idea.

You'll have to keep us posted, can't wait to see the results

im worried about color though on the bottom really want to bring betta colors out the best. im thinking of getting a compact light fixture with a daylight and a blue (forgot what their called) to simulate evening. but as this would be a divided tank i have to find a way to make it look like its not divided though hmm... also any ideas on background?

I read that having a background encourages more reflection and obviously that wouldn't be good for the fish

A really cool background would be a wall of java moss. I'm sure if you googled it, you could find the plans for one, I've seen pics before and they are awesome. That would take care of reflection problems, and would give all kinds of places for Mr. Betta to explore.
