I just used this site's live rock calculator and found that for my 350 litre tank, I need 38kg of live rock.

Looking at some of the live rock internet distributers, that's going to be REALLY expensive!

Could I use some dead rock under the live stuff first that would eventually become live as the tank matures?

If so, how much could I use and still cycle the tank effectively?

Sure can, I did this myself. Just have to make sure that you take great care to stock slowly and expect an algae outbreak around the 2-3 month mark :). I used about 35% live rock and 65% base rock. As for how long it takes it to become live... You'll get some decent life on the old rock after say 6 months, but not until you really get to the 1 year mark does the old base rock really get livened up
