how much Eco complete would i need to put in a tank with a base of 20"x10"?

20x10 what? can you post the unit of measurement. lik 48"x15"x12"

well it took 2 bags to get a 2 inch layer on my 36" x 12" base tank

I think the PlantedTank site has a substrate calculator or maybe I found it on Dr. Forster & Smith site. What you do is tell it the dimensions of the tank and how deep you want the substrate and it tells you how many lbs (therefore bags) to purchase. I think you'll be able to find it if you google for it.

I used one bag from my 24x8 nano, which is only slightly less area then your 20x10. Should be fine
