first off
can normal goldfish go with fancy goldfish

what many gallons UK would 2 normal goldfish & 1 fancy gold fish need
 
No, they should not be kept together. The common will outcompete the fancy for food.

IMO, common goldfish should not be kept in tanks unless they are small (being closely related to koi, they get very big and like to swim far). The general rule for goldfish is 20gallons for the first and 10 for each after that.

Fancy goldfish can get away with 10 gallons each until they reach around 4 to 5 inches in body length.
So as your tank is 20 uk ish then you can have two fancy goldies and as they grow so your filter needs to grow as well to cope with the amount of waste they will make. A good filter needs to have a lot of biological media in it so an external is the best choice. Doing a couple of water changes a week will help keep the gravel clean.
Ultimately they can grow with good care to between 8 and 10 inches without tail length and the volume of water needed for each fish will be closer to 20 gallons.
