Neons, zebra danios and other shoaling fish should be kept in at least a group of 6 (for the neons) and 5 (for the danios). As such, with the 2 pictus cats, you don't have room for any rams in the 20 gallon. I would find the cats a new home too. Then you can get some good community fish to go with the neons and zebras - rams would then be a possibility.

I would not even add more zebras and neons with the pictus still in there. If you really wand the rams, maybe consider taking the pictus back to the store or getting them a larger tank.
