You need to have filter running to cycle the tank, which is more important at this stage than the temperature.
Cycling the tank is basicaly leting bactria grow in the filter which helps remove harmful elements out the water. IE Ammonia, NitrItes and NitrAtes, which result from fish waste, rotting food and plants etc amongs other things.
Im sure there are some pinned topics on cycling which someone will be able to link you too.
Its gonna be minimum of a week though im afraid. (Well least it should be)

Run the filter, heater, and any other equipment for 48 hours to ensure everything is working right, the tank doesn't leak, etc.

Then cycle. Fishless cycling is the way to go. You will have a full and healthy tank much faster with a fishless cycle than cycling with fish.
 
Get your tank running, check its not leaking. Get the filter and heaters going. When it gets up to the correct heat (use a thermometer) then you can add some bacteria (you can get it from your local aquatic shop).

Keep the tank running, and keep testing the water for ammonia, nitrites, and nitrates. When they are all at the correct level then you can add a few fish. Then leave it a few days, test the water again and if its ok add some more.

Dont do what i done when i had my first fish tank (a few years ago), i put too many fish in, to early, and ended up with a tank full of ill, and dying fish.

Ammonia and nitrites are lethal to fish, and it is so important that you dont put fish in until the levels are reduced to zero.

Oooh, i almost forgot!! DONT overfeed the fish!!!

Thats another mistake i made with my first tank. I ended up with loads of uneated food in the tank which rotted, and made the ammonia and nitrites shoot up.

Silly me!!

Fortunatly ive learnt my lesson now. Im now on my third tank, but this one is bigger then the others i have had before, and ive got different types of fish in it.

You really must get a thermometer - there is no other way to tell that the water is the correct temperature for your fish! Aquarium thermometers are very cheap to buy and you should check the temperature of your tank regularly. You will also need to ensure that the fresh water that you prepare for water changes is also the same temperature as that already in your tank.
 
For a normal cheap one around 99p (mercury one), or you can get one of the stick on ones which lightup on the temp it is, or you can go for a digital one for around £10.00

My tank is nothing special, i will be redoing it in a bit to make it look nicer.
