Eeeep, they're two and they're still that little? Are these commons, or some other type of goldfish? If they are commons, I'd start tank shopping ASAP; by two years, they should be considerably larger. My one year olds are at least 5 inches (~13cm) and are considered to be undersized for their age as they used to be kept in inadequate tank conditions. A two year old should surely be larger; I have a feeling that the cramped conditions are limiting their ability to grow. Goldfish will show stunted external growth when kept in inadequate tanks, which can lead to the compression of their organs as their internal parts start to outgrow their external ones. It can be a very painful, unpleasant death.
So, if you have the money, please do start looking for a larger tank ASAP. Even if you can't afford an aquarium just now, you can buy a pretty large plastic tote (storage bin) cheaply, and add a filter as temporary housing.
