The water flow in a typical canister is from bottom to top. That means you start on the bottom with a coarse mechanical filter followed by layers of biological media and topped off by a fine polishing type filter like filter wool. For me that means coarse and finer sponges on the bottom, biomedia in the middle, more biomedia in the top basket and a thin layer of polishing media right before the impeller at the top. With your media, the noodles are mechanical media as well as biological, so they go first in the bottom. Then the bioballs come next and finally a layer of the filter wool on the top. Since the wool takes up very little space, you could add lots of biomedia to the top basket before laying the wool on the top of it.
