The undergravel filter do you mean.

no the scum mark on the glass, It is very hard to clean, i have used a stanley knife, wire wool and a brillo pad

Edit:

Try cleaning ammonia and a soft brush. It'll not contaminate the tank after you're done since you'll want to cycle using the ammonia. Kleen Off's main use is a tile cleaner for exactly this sort of thing.

Won't you have scratched the glass now with the stanley knife and wire wool, vinegar and salt gently on the brillo.

cheers people for the ideas

The stanley knife and stuff didnt scratch the glass

Do you have limescale in your water or is it just fishy scum residue?
Some kettle cleaner might work if you boil it up and leave it on the area for a while if it's limescale.

Or squeeze an orange and rub it on with a cloth for a while.

Orange is a good cleaner as it acidic great at removing grease and stuff.

Don't give up on the vinegar, wipe a good amount on and leave to soak for a min, it will dissolve what looks like a limescale mark in a few applications. [EDIT: Better still, lay the tank on its side and pour vinegar on and leave for half an hour]
