How Can I Grow Low Creeping Plants On The Substrate?

Since i started over a year ago i have tried to grow plants over the substrate but to no avail. they do not seem to grow or get a covering of blackish looking algae - other plants are reasonably ok and grow quite well.

Any suggestions please?

Tank 175 litres (45 gallons)

Seachem flourish - once a week

home made co2 - one bubble a minute

top two inches of substrate is round pea pebble 1/8th

below that is a Seachem Flourite 2 inches

lighting is 100 watts in total

What plants are you talking about over here..
ONly foreGround plants WOuld grow over the substrates, What plants do you have that you want to grow over the substrate with
Should of just used Flourite
1 bubble per minute? Is so i think its time for a new Mixture
 
Depending on the plant, it would need more co2 as well as lighting to do really well. Otherwise they do not spread as well. But the are also algae magnets because they grow slower, and have the largest surface area to the light. To help avail this, is to possibly add some faster growing plants to the tank to offset the algae growth.
 
Thanks both for answers - i have tried many low growing front of tank plants but none survive or grow - will increase co2 and see what happens
 
probably need more lighting. also how old are the bulbs? they might have lost some of their effectiveness.
also, deeper water needs more WPG.

with glosso for example, it will migrate towards the surface, it only starts to spread if there's enough light.

if your other plants grow..then nutrients are ok
