Toady, are you taking into account that Pygmy Corydoras will often school midwater, rather than stayin on the the tank floor with the Pandas? I would ditch the mid-low schooling Black Phantom Tetras myself and instead up the Pandas to 10/12 and the Pygmys to ~15, which will end up with a tank of...
Honey gourami x1male x3female [in the upper water]
Harlequin rasbora x16 [in the mid-upper water]
Pygmy cory x15 [in mid to bottom water]
Scarlet badis x1male x3female [in mid to bottom water]
Panda cory x10 [tank floor]
Cherry shrimp x6 [tank floor]
Have you considered getting the smaller Hengel Rasbora instead of the Harlequins? Just like the Honey Gourami, I'm not convinced that the Scarlet Badis are going to appreciate tankmates much bigger than themselves.
