High nitrates in tap water - help!

The test kits are definitely nitrate-NO3, but I just suspect the water provider uses nitrate-N as it would make more sense of your numbers.
What exactly do they give for nitrate? For example my water provider gives my mean value as "nitrate 3.024 mg/l as NO3"

GREAT NEWS! I added Nitro-zorb into the filter -really tightly squeezed in, and after 1.5 days, my nitrate levels this morning are testing at 5 . That's lower than my tap water!! I think the seachem matrix possibly helped, but adding the nitra-zorb has DEFINITELY helped.
