High Nitrates And Phosphates In Tap Water

Hi Guys,

My tap water as Nitrates of 40ppm and Phosphates of 1.0PPM

My tank as been set up for about 2 weeks and the water is now slightly cloudy and rocks and sandbed is starting to turn a little lime green.

So is the reason its cloudy due to the nitrates and phosphates or is it normal.

I do have a full ro setup but dont know how to raise kh and gh and ph manually

When you say it's been set up for 2 weeks, what is it doing? Are you cycling (if so, fish in or fishless?) or is it just standing?
