While I'd never advise a fish-in cycle, especially with neons, I think you're going about it the right way. Daily testing, changing the water if you get an ammonia or nitrite reading and doing weekly water changes is best.
You may find the fish are not producing enough ammonia yet to be detected and you may find your plants are coping with the bio-load and not letting the ammonia get as far as your filter. Keep on the way you are and as others have said, add a few more fish after a couple of months if all is well.
