HELP!!

I have had a small tropical tank for about 6 months now, and have this weekend set up a 180 litre Jewel tank. I put the gravel from the old tank into the new one, and halved the filter, putting half back into the old tank, with half of a newbie, and half into the new tank to get the cycle going. So far so good. Both tanks seem like they are doing fine. Yesterday I put in about 9 tetras, who all seem happy enough.

Now here is the problem. I also have a relatively newly set up cold water tank, I have to admit, I have probably overstocked it and done it too quickly, it has been up and running for three weeks now. The water is permantly cloudy, smells terrible. Have done a few 25% water changes, still cloudy. Now, do you think I would be able to put my tropicals into the new tank, and then use their (cooled) old water to do water change in the cold tank, and also put the old tropical filter in there alongside the one already in?

I really want and need to do the right thing here....

I have posted this in the newbie section, but think this could be wrong, so have cut and pasted into here. Sorry, I am totally new to this!! :S
 
It would be helpful to give us your water params. Now if you are taking some water from one tank to another that won't help to much with a cycle problem. Most bacteria is built up on gravel and ornaments and filters, etc... But I can't give you a true diagnosis without your water parameters.
 
one of my buddies had the same problem. its due to there not being enough movement in the water. if the water is going chalky it is turning stagment, also look really closely at your glass to make sure it is not an infestation of tiny white things that stick to the glass.
