As Ben says using tap water is a personal thing. This is an issue that will be hotly debated as long as there are marine aquariums.
It will be very dependent as well on where you live/the quality of water that comes out of your tap. My tap water is quite high in nitrates (haven't tested it for phosphates) and I wouldn't consider using it except in dire emergency. RO all the way for me.
If you want to use it for fish only then you should be fine but just keep a close eye on your nitrates and phosphates otherwise you may find yourself battling to get rid of hair algae etc.
