I wouldn't worry about your nitrates at all. The nitrate test is notoriously unreliable.
Personally I'd do a 25% water change to bring your ammonia down a bit, then follow the cycling instructions http/www.fishforums.net/index.php?/topic/421488-cycling-your-new-fresh-water-tank-read-this-first/
Watch for your ammonia dropping and nitrites rising and forget your nitrates
Edit: I see you already did one 25% water change.
Assuming that you calculated the initial amount of ammonia added to be 4ppm then after one 25% change you should now have 3ppm ammonia which is what you want. I'd trust the calculator more than I trust the API test results.
