Help! New Panda Cories Flashing on substrate

Ah, missed the video earlier. That is flashing...but the red gill area suggests possibly gill flukes. Water issues (ammonia/nitrite/nitrate) can be behind this too. I would wait for one of the more qualified members to comment... @DoubleDutch or @Colin_T come to mind.

The tank is cycled but they are newly purchased fish I have been testing the tank every couple of days to ensure the parameters were in check

I believe They came with the gill flukes on them since from the second day they were introduced to the tank I noticed them flashing.

Prazipro. I don't like the shape / belly of the dead fish.

Hi, for general learning, what gives you issue with the dead fish's belly shape? Is it "too flat"?

The belly looks a bit sunken to me.
